Finland has two statutory pension systems, which complement each other:
National pensions offer a basic income for persons who are entitled only to a very small earnings-related pension or to none at all. They are awarded and paid by Kela.
Earnings-related pension rights are accrued through employment and self-employment. There are several earnings-related pension providers. For more information about earnings-related pensions, contact your pension provider or the Finnish Centre for Pensions. To qualify for a national pension, any other pension or benefits you receive may not exceed a certain limit.

Besides national pensions, Kela provides the following benefits for pensioners: Housing Allowance for Pensioners, Care Allowance for Pensioners, Child Increase and Front-Veterans’ Supplements. You can apply for them even if you do not receive a national pension.
Survivors’ pensions for surviving spouses and children are also available under the National Pensions Act.
Special Assistance for Immigrants and Pension Assistance for the Long-Term Unemployed, payable under individual Acts of Parliament, are also available from Kela.
