Director General Liisa Hyssälä
The Director General is in charge of Kela's strategic planning, operative management, and development. The Director General brings matters before the Board and implements the Board's decisions. He is also responsible for submitting the institution's rules of procedure to the Board for decision.
The Director General's areas of responsibility also include:
- The Administration Department, responsible for general administration, strategic planning and performance based management, development of the organization and operations, legal affairs, general coordination of legislative drafting and international affairs, communications and translation services;
- The Economic Department, responsible for financial planning, management of funding and liquidity, verification of contribution revenue, investment activity, payment transactions and central accounting.
The Medical Director and the Internal Audit also report to the Director General.
Director General's deputy, Director Helena Pesola
Areas of responsibility:
- The Pension and Income Security Department, responsible for planning, development, guidance and benefit process management in the areas of pension insurance, housing, unemployment and family benefits, student financial aid and conscripts' allowances, and the coordination of cross-border benefit affairs;
- The Health Department, responsible for planning, development, guidance and benefit process management in the areas of health insurance, occupational health care, rehabilitation and disability benefits, as well as for the assessment of claims for disability pension and claims for occupational health services within the central administration;
- the regional and local administration,
- The Field Operations Department, responsible for the planning and coordination of regional and local operations, customer service support and the development of customer service processes.
Director Mikael Forss
Areas of responsibility:
- The Human Resources Department, responsible for staff policy, collective agreements; employer responsibilities; personnel processes; development of personnel resources and work communities; staff training and occupational health care,
- The Information Systems Department, responsible for data administration, coordination of information systems, systems testing, data support, benefit disbursement and payment service, and the collection of state and local government funding,
- The IT Department, responsible for information systems design, maintenance and development and for the production, delivery and procurement of ICT systems;
- The Office Services Department, responsible for procurement, office and security services, and real estate and facilities management.
- The Research Department, responsible for carrying out research and providing information services supporting the development of benefit systems and the operations of Kela.
- The Actuarial and Statistical Department, responsible for actuarial calculations and statistics relevant to the planning and implementation of social security and the operations of Kela, as well as for statistical information service meeting society's needs.
- The Kanta Services Unit, responsible for delivering the following national information systems catering to health care providers, pharmacies and the general population: an electronic prescription system, a pharmaceutical database, a system offering users access to their personal health records, an archive of health records, and data management services.
