The Arkki project

The Arkki project is a large-scale technology development project. It seeks to redesign Kela's overall benefit system architecture, the individual benefit systems along with associated support systems, and the online customer service. Besides the overall IT architecture, the project also aims to modernise Kela's operations by developing core processes in cooperation with internal and external customers and partners. The Arkki project will take approximately 10 years to complete.

Clearer decisions and letters (clarity project)

The aim of Kela's clarity project is to make Kela's customer letters and decisions clearer and more intelligible.Intelligible texts are important for the customers as regards e.g. their legal protection.If the customers understand the contents of the letters sent by Kela, their need to contact Kela is reduced and more time is available, for instance, for the processing of benefits matters.

During the two years that the project will last (from 1 January 2011 to 31 December 2012) new and clearer decision templates will be drawn up, and existing customer letters will be rewritten so that they become more intelligible.The project work is carried out in workshops in which also external experts participate.

The decision templates will also be tested on customers.The reform of the decisions and letters is partly linked to Kela's Arkki project, through which the benefit systems will be reformed.The Arkki project is estimated to continue for 10 years.

Simplification of application forms (HAKU project)

The aim of the HAKU project is to make the forms for benefit claims clearer and easier to understand so that the customer can easily complete the forms.The project also assesses which documents need to be enclosed.Furthermore, planning of the forms will be simplified through instructions for testing procedures.

The project will last three years, from 24 March 2011 to 31 December 2013.The customers will also be involved in the development work.User experiences and wishes will be gathered and the user-friendliness of the new forms will be tested on customers.The first forms to be tested and rewritten are four forms for benefit claims:application for disability allowance for persons under 16 years of age, application for care allowance for pensioners/disability allowance for persons aged 16 years or over, application for general housing allowance and application for sickness allowance.

Kyky

The Kyky project is a process-driven development project focusing on benefits related to health, functional ability and fitness for work.

During the first stage of the project, the process relating to fitness for work was analysed and documented, and its interfaces to health care and rehabilitation providers, employers, and labour and social welfare authorities were mapped out. An arrangement whereby a designated case manager at Kela coordinates each individual client's case has been developed as part of the project. Launched towards the end of 2010, the project's second stage will focus on the development of processes aimed at sick and disabled children and at persons with disabilities. The goal is to create a service delivery model that supports clients' daily activities proactively, comprehensively and in cooperation with other relevant actors.
