Description

The statistics on disability benefits and services provided by Kela cover the benefits paid by Kela to persons with disabilities (child disability allowance, disability allowance, care allowance for pensioners and dietary grant) and the interpreting services for the disabled. They present information from different perspectives about the recipients of disability benefits and the benefits being paid to them, and about persons entitled to interpreting services for the disabled.

Data content

Recipients of disability benefits at the statistical reference time point, amount of the benefits, and benefit expenditure during the statistical reference period. Also includes data on the number of persons entitled to interpreting services for the disabled and the service take-up rates.

Classifications used

Type of benefit, classification according to amount of benefit, general demographic classifications, classification of disease (ICD-10), general regional classifications, occupation and position (occupation classified according to the Nordic Classification of Occupations, with additions by Kela).

Data collection methods and data sources

The statistics on disability benefits provided by Kela are compiled from individual-level statistical registers, which are based on benefit databases created in the course of administering the disability benefit schemes. The statistical register on interpreting services for the disabled includes all persons entitled to interpreting services arranged by Kela.

Updating frequency

Published monthly and once per calendar year.

Time of completion or release

Monthly statistics are published within five weeks of the reference month. Annual statistics are released by the middle of the year following the reference year.

Time series

At the level of the statistical units used, the statistics on child disability allowance, the statistics on care allowance for pensioners and the statistics on disability allowance are comparable, respectively, from 1987, 1988 and 1989. The statistical units employed in the statistics on the dietary grant are comparable from October 2002. Responsibility for providing interpreting services for the disabled was reassigned to Kela in September 2010. Between 2006 and 2009, statistical data about the services were collected from local authorities by the National Institute for Health and Welfare. Because of the change in statistical methodology, data at the statistical unit level were affected to some extent.
