Description

Residents of Finland are insured under the Health Insurance Act. Under the Act, they are, under certain conditions, entitled to a maternity, paternity or parental allowance as compensation for loss of income resulting from pregnancy or child care.The statistics on maternity, paternity and parental allowances present a picture of the economic security of families with a newborn or adopted child.

Data content

Recipient of maternity, paternity or parental allowance, reimbursed days of maternity, paternity or parental allowance, amount of allowance in EUR, new periods of allowance, periods of allowance concluded.

Classifications used

Type of benefit (special maternity allowance, maternity allowance, paternity allowance and daddy month since 2007, parental allowance), occupation and position (occupation classified according to the Nordic Classification of Occupations, with additions by Kela), earned income, general regional classifications and general demographic classifications.

Data collection methods and data sources

Decisions on applications for maternity, paternity or parental allowance are issued both by Kela's local offices and by workplace funds. The processing system for the benefits produces an individual-level benefit database, which forms the basis for the statistical files.

Updating frequency

Published monthly and annually.

Time of completion or release

Data are made available in the Kelasto statistical database within 4 weeks of the end of the reference period. Cross-sectional statistics are published with a time lag of 4 months. Statistics on periods of allowance concluded are published annually with a time lag of 6 months.

Time series

Statistics on maternity, paternity and parental allowances have been compiled since the start of the National Health Insurance scheme in 1964.
