All permanent residents of Finland are issued a personal health insurance card ('Kela card').

Cards granted by Kela

Kela card is sent automatically and at no cost to everyone covered under the Finnish social security system.

You are also entitled to a European Health Insurance Card (EHIC) granted by Kela, if you are covered for health insurance in Finland 

Kela sends the card for national pension recipients automatically to persons under 65 years who have been awarded a full national pension.

All recipients of front-veterans’ supplements are entitled to a front-veterans’ supplement card. War veterans and those who participated in mine clearance operations are entitled to the card regardless of whether they live in Finland or abroad.

The EU Disability Card is available for a fee. Its purpose is to help persons with disabilities communicate and engage with others both in Finland and within the EU.
