Kela provides compensation in the form of various allowances for loss of income due incapacity for work or infectious disease.
Sickness allowance is paid as compensation for loss of income due to incapacity for work lasting less than a full year. Sickness allowance is available after completing a specified waiting period. Sickness allowance is paid on the basis of incapacity for work for a maximum of 300 working days.
Partial sickness allowance supports persons who are unfit for work to remain employed and in returning to full-time work. In order to qualify for partial sickness allowance, a full-time employee must come to an agreement with his or her employer about switching to part-time work instead. Working hours must be reduced to 40–60 per cent of what they were in full-time work. Partial sickness allowance is paid for a maximum of 120 working days.
Sickness allowance on account of infectious diseases can be paid to persons who have been placed in quarantine or isolation, or ordered to stay away from work in order to prevent the spread of an infectious disease. It is available for as long as the order remains in effect.
Organ, tissue or cell donors may be eligible for donor allowance, specifically sickness allowance on account of human cell, tissue or organ donations for the duration of work incapacity related to a medical procedure or tests carried out in connection with donation.
The amount of sickness allowance, partial sickness allowance and donor allowance is proportional to the recipient’s annual income. Sickness allowance and donor allowance are payable at a rate equal to about 70% of annual earnings, while the partial sickness allowance comes to about 35% of annual earnings. Recipients of sickness allowance on account of an infectious disease are compensated for the full loss of income.
