The base amount of Estonian pensions was increased on 1 April 2021, also affecting the pensions paid out by Kela

On 1 April 2021, Estonian pensions were raised both by a yearly index adjustment and an additional rate increase. The increased rates apply to pensions currently in payment, including the pensions paid from Estonia to beneficiaries in Finland. The increase affects the pensions paid out by Kela, which means that their amounts must be reviewed.

Estonia raised employment-based old-age pensions on 1 April 2021. In addition to the standard index adjustment, an additional increase was applied to the base amount of the pensions.  The increase also affects the rates of Estonian survivors’ pensions and legacy disability pensions. An additional increase was also applied to the rates of the national pension (rahvapension), which is based on residence. Pensions from Kela are reviewed whenever there is a change that is not related to indexation.

Ask Kela to review your pension

If you receive any of the Estonian pensions described above as well as an old-age pension, disability pension or guarantee pension from Kela, your Kela pensions must be reviewed with effect from 1 April 2021. If there is a substantial change in your annual income, also the additional amount of the spouse’s pension and the housing allowance for pensioners must be reviewed.

You must submit an application for the review of your pension to Kela and a certificate showing the amount of your Estonian pension starting 1 April 2021. If you have already provided the certificate to Kela, you must now submit an application for the review of your pension.

by using the OmaKela e-service ( Attach a certificate showing the amount of your Estonian pension. If the certificate you are sending is not in a digital format, you can either scan it or take a photograph of it.

by completing and printing out the application for the review of your pension (E285). Deliver the application and the certificate to a Kela service point or send them by post to the following address: Kv-keskus, PL 78, 00381 HELSINKI.
