The statistics on the disability benefits and services provided by Kela focus on the benefits paid by Kela to persons with disabilities (disability allowance for persons under age 16, disability allowance for persons aged 16 or over, care allowance for pensioners) and interpreter services for the disabled. They present information from different perspectives about the recipients of disability benefits and the benefits being paid to them, and about persons entitled to interpreter services for the disabled.
Recipients of disability benefits at the statistical reference time point, amount of the benefits, and benefit expenditure during the statistical reference period. Also includes data on the number of persons entitled to interpreting services for the disabled and the service take-up rates.
Benefit, classification according to the amount of benefit, general demographic classifications, classification of disease (ICD-10), general regional classifications, occupation and position.
Data collection methods and data sources
The statistics on disability benefits and services are compiled from individual-level datasets. They are produced from the benefit systems for disability benefits and services, which include all of the data created and processed during the implementation of the schemes in question.
Published monthly and once per calendar year.
Time of completion or release
Monthly statistics are published within five weeks of the reference month. Annual statistics are released by the middle of the year following the reference year.
The statistical units employed in the statistics on the disability allowance for persons under age 16 are comparable from 1987 onwards. The statistical units employed in the statistics on the care allowance for pensioners are comparable from 1988 onwards. The statistical units employed in the statistics on the disability allowance for persons aged 16 or over are comparable from 1989 onwards. The statistical units employed in the statistics on the dietary grant are comparable from October 2002 until the discontinuation of the scheme on 31 December 2015. Responsibility for providing interpreter services for the disabled was reassigned to Kela in September 2010. Between 2006 and 2009, statistical data about the services were collected from local authorities by the National Institute for Health and Welfare. Because of the change in statistical methodology, data at the statistical unit level were affected to some extent.
