Handling the Kela-related matters of a foreign enterprise or employee

Kela offers various e-services for employers and partner organisations. The correct mandate is needed for each e-service.

Foreign employees

If you do not have a Finnish personal identity code you must register a Foreigner’s identifier (UID) for yourself in the Finnish Authenticator Identification Service (suomi.fi). After you have done that, you will be able to log in to Kela’s e-services using the Finnish Authenticator application.

In addition, your own organisation must give you the required Suomi.fi mandate.

Foreign enterprises

An enterprise is required to submit an application for a mandate in order to register a right to grant mandates for a named person if

  • the company does not have a Finnish business ID
  • the company does not have a person with a Finnish personal identity code registered in the Finnish Trade Register as a person authorised to sign for the company.

Once a right to grant mandates has been obtained, the person named will then be able to grant mandates for transactions to his or her employees or to other enterprises. The application for a mandate shall specify the mandates covered by the right to grant mandates.

If a foreign enterprise handles Kela-related matters under a mandate for transactions from another enterprise or entity, the enterprise must first register a representative’s right to grant mandates for Kela-related matters in the name of one of its employees. A person who has been granted a representative’s right to grant mandates can grant other employees a mandate to represent. A representative’s right to grant mandates is also registered on the basis of an application.

Specific mandates for transactions are required for the various functions within the e-services. The services and mandates in Kela’s e-services available to foreign employees or enterprises are listed below.

Entities such as accounting firms, who may act on behalf of several client organisations, may apply specifiers to define their mandates to represent the various client organisations. Specifiers can be applied to indicate the employee who handles the Kela-related matters of each client organisation. The specifier for each e-service is listed below.
