<h1>Amount and payment of basic assistance</h1>

<p>The full amount of basic assistance is equal to the national pension.</p>

<p>The full rate of the basic assistance in 2024 is EUR 775.70 per month.</p>

<p>Its amount depends not only on the net family income&nbsp;(after deduction of tax) but also on the number of qualifying family members. The first family member gets the full amount of assistance. The second gets 50% of the full amount, while the third and all additional family members get 30% of the full amount.</p>

<h2>Payment</h2>

<p>Kela pays the basic assistance on the first business day of the month. Amounts less than €5.04 are not paid.</p>

<h2>Taxation</h2>

<p>The conscript's allowance is free from tax.</p>

<p>Harri, a conscript, lives together with his common-law partner Satu and their 2-year-old son Leevi. Satu looks after Leevi while receiving child home care allowance (€434.85 per month after taxes). The family has no other source of income because Harri has no employment income while performing his service. They live in a rental apartment. Their total payments for rent, water and electricity are €572 per month.</p>

<p>The conscript's allowance is calculated by subtracting the family's net income from the combined amount of their housing costs (rent, water and electricity) and the basic assistance due to them. Child benefits are not subtracted.</p>

<p>Kela pays conscript's allowance as follows:</p>

<p>€572.00 + €775.70 (basic assistance for Satu) + €387.85 (basic assistance for Leevi) – €434.85&nbsp;= €1&nbsp;300.70 per month.</p>

<h1>Perusavustuksen määrä ja maksaminen</h1>

<p>Perusavustuksen täysi määrä on samansuuruinen kuin kansaneläke.</p>

<p>Vuonna 2024 perusavustuksen täysi määrä on&nbsp;775,40 e/kk.</p>

<p>Perusavustuksen suuruuteen vaikuttaa perheen nettotulojen&nbsp;(tulot verojen vähentämisen jälkeen) lisäksi siihen oikeutettujen omaisten lukumäärä. Ensimmäiselle perheenjäsenelle täysi avustus on 100 %, toiselle 50 % ja kolmannelle tai useammalle kullekin 30 % avustuksen täydestä määrästä.</p>

<p>Kela maksaa perusavustuksen kuukauden ensimmäisenä pankkipäivänä. Kela ei maksa avustusta, jos maksettava määrä on pienempi kuin 5,04 euroa.</p>

Perheellä ei ole muita tuloja, koska Harrin työtulot päättyvät palveluksen ajaksi. Perhe asuu vuokra-asunnossa. Vuokra, vesi- ja sähkömaksut ovat yhteensä 572 e/kk.</p>

<p>Sotilasavustuksen määrä lasketaan siten, että kaikkien asumismenojen (vuokra sekä vesi- ja sähkömaksut) ja perheelle kuuluvan perusavustuksen yhteismäärästä vähennetään perheen nettotulot. Lapsilisää ei vähennetä.</p>

<p>Kela maksaa sotilasavustusta seuraavasti:</p>

<p>572,00 e/kk (asumisavustus) + 775,70 e/kk (Sadun perusavustus) + 387,85 e/kk (Leevin perusavustus) – 434,85 e/kk (kotihoidon tuki) = 1&nbsp;300,70 e/kk.</p>

<h1>Grundunderstöd – Belopp och utbetalning</h1>

<p>Grundunderstödets fulla belopp motsvarar folkpensionen.</p>

<p>År 2024 är grundunderstödets fulla belopp&nbsp;775,70 euro/mån.</p>

<p>Grundunderstödets storlek beror på familjens nettoinkomster (inkomsterna efter avdrag av skatt) och på antalet anhöriga som är berättigade till stödet. Den första familjemedlemmen får understödet till fullt belopp. Den andra familjemedlemmen får 50 % av det fulla beloppet och den tredje och därpåföljande familjemedlemmar får 30 % var av det fulla beloppet.</p>

<p>FPA betalar ut grundunderstödet den första bankdagen i månaden. Understödet betalas inte om beloppet är mindre än 5,04&nbsp;euro.</p>

<p>Harry är värnpliktig och till hans familj hör sambon Saga och deras 2-åriga barn Levi. Saga sköter Levi hemma med hemvårdsstöd (434,85 euro/mån). Familjen har inga andra inkomster, eftersom Harrys arbetsinkomster upphör under tjänstgöringen. Familjen bor i en hyreslägenhet. Hyran samt vatten- och elavgifterna uppgår till sammanlagt 572 euro/mån.</p>

<p>Militärunderstödet beräknas så att man drar av familjens nettoinkomster från det sammanlagda beloppet av alla boendeutgifter (hyra samt vatten- och elavgifter) och det grundunderstöd som familjen har rätt till. Barnbidrag dras inte av.</p>

<p>FPA betalar militärunderstöd enligt följande:</p>

<p>572,00 + 775,70&nbsp;(Sagas grundunderstöd) + 387,85&nbsp;(Levis grundunderstöd) – 434,85 = 1&nbsp;300,70&nbsp;euro/mån.</p>
