Amount and payment of housing assistance

Kela usually pays all of the housing costs of the person performing conscript or other service or those of a qualifying family member if they are without income.

There is, however, an exempt amount of €300 per month on wage and salary income and income from self-employment. The exempt amount refers to the net amount that a conscript can earn per month, i.e. after tax, without it affecting the amount of conscript’s allowance. The monthly income exceeding the exempt amount reduces the amount of the allowance by an amount equal to the net income.

Payment

Kela pays the housing assistance on the first business day of the month into the account designated by the claimant. Amounts less than €5.04 are not paid.

One-off payments of housing assistance (for example to pay the electricity bill) can be made on any business day.

Taxation

The conscript's allowance is free from tax.
