The qualifying requirements for the school transport subsidy have been changed temporarily because remote learning has become more common due to the coronavirus epidemic. In the spring term, from 1 January 2021 to 31 July 2021, you can get school transport subsidy if you make at least eight qualifying trips to and from school per calendar month but less than you would normally make, and if this reduction is due to special teaching arrangements your school has put in place on account of the epidemic.
If you have already been granted school transport subsidy, but you no longer have any qualifying daily trips to and from school because you study remotely or for some other reason, you must report this to Kela. You can do this by sending a message via Kela’s e-service or by completing the school transport subsidy application form KM 1 (pdf). In this case, you can send the application directly to Kela. File a report also if you have been granted school transport subsidy and you study remotely in an institution of upper secondary education which is located in a municipality that has switched to remote learning for the three weeks from 8 March 2021 to 28 March 2021. You will not be required to pay back the school transport subsidy you received for March.
Send a reply to Kela
Kela will not make any school transport subsidy payments automatically at the beginning of April. Instead, everyone who has been granted school transport subsidy will get a letter from Kela even if they are not in remote learning. If you still travel to and from school, please reply to the letter to continue receiving school transport subsidy payments. Note that if you do not reply, your payments will end at the beginning of April.

School transport subsidy is affected also by other changes in circumstances

Do not top up your school transport subsidy card if you will not have daily trips to and from school or on-the-job training. If you wish to top up your card for other use, first visit the ticket vendor and ask to have the information on the card changed.
