Apply for coverage under the Finnish social security system

Send the application and supporting documents via Kela's online customer service system. Documents photographed with a mobile phone are accepted if the pictures are clear and legible.

  1. Apply online for coverage under the Finnish social security system. Log in to Kela's online customer service (in Finnish and Swedish only) using your online bank ID or a mobile ID.
  2. Scan or take a photo of any supporting documents and send them online (in Finnish and Swedish only).
  3. Kela will provide you with a written notice of decision concerning coverage under the Finnish social security system If the decision is positive, you will be sent a personal health insurance card, also known as a Kela card.
  4. You can go to Kela's online service to see if your application has been decided. You can also see any possible reminders concerning, for instance, documents missing from your application.

Alternatively you can complete and print out the form ‘Application - Social security coverage when moving to Finland’ (Y 77e) and send it by post to Kela along with the relevant supporting documents.

Notification of move to the Local Register Office

Anyone moving to Finland for more than 1 year must register with the local register office. The register office will decide whether you can be entered into the Finnish population register. As part of the registration, you will be issued a personal identity code, if you have not been given one already.

Foreign nationals staying in Finland temporarily (for less than 1 year) can file a voluntary notice of registration with a tax office or a local register office.
