Apply for coverage under the Finnish social security system

- Apply online for coverage under the Finnish social security system. Log in to Kela's online customer service (in Finnish and Swedish only) using your online bank ID or a mobile ID.
- Scan or take a photo of any supporting documents and send them online (in Finnish and Swedish only).
- Kela will provide you with a written notice of decision concerning coverage under the Finnish social security system If the decision is positive, you will be sent a personal health insurance card, also known as a Kela card.
- You can go to Kela's online service to see if your application has been decided. You can also see any possible reminders concerning, for instance, documents missing from your application.

Notification of move to the Local Register Office
Anyone moving to Finland for more than 1 year must register with the local register office. The register office will decide whether you can be entered into the Finnish population register. As part of the registration, you will be issued a personal identity code, if you have not been given one already.
Foreign nationals staying in Finland temporarily (for less than 1 year) can file a voluntary notice of registration with a tax office or a local register office.
