You must notify Kela if you move abroad
Even a short stay abroad may affect your right to coverage under the Finnish social security system.
If you move abroad for a shorter period than one year, you usually remain covered under the Finnish social security system during the stay abroad. However, you must report the move abroad, since a stay abroad that lasts for more than 3 months can affect your entitlement to benefits paid by Kela (the Social Insurance Institution of Finland). Such benefits include for instance general housing allowance and child home care allowance. The right to coverage under the social security system ends if the stay abroad becomes permanent.
The stay abroad is considered permanent if it lasts for more than one year. Finnish citizenship does not affect the entitlement to coverage under the social security system. The right to coverage under the Finnish social security system will in most cases end on the day you move abroad.
More and more people move abroad for work
If you work in another EU or EEA country or in Switzerland you are no longer covered under the Finnish social security system even though the employment period abroad lasts for only a couple of weeks or months. Persons working in an EU or EEA country or in Switzerland are normally entitled to the same social security and the same benefits as the local residents.

You can easily and speedily find the answers to many of your questions on Kela’s website.
Via Kela’s online customer service (www.kela.fi/asiointi) you can apply for almost all benefits and check for instance how the processing of your application progresses. To log in to the online customer service, use your online banking codes or a mobile ID.
Through Kela’s online customer service, you can:
- notify Kela of a move abroad
- apply for coverage under the social security system if you move abroad
- check your coverage under the Finnish social security system
- notify Kela if your circumstances change while abroad (e.g. if you start work)
- notify when you will be returning to Finland
