Part-ownership homes

Kela can pay housing allowance to households living in a part-ownership home. Part-ownership homes are considered to be equivalent to rental homes, because tenure is based on a rental agreement.

Recognised as housing costs for a part-ownership home are:

  • rent
  • water and heating costs paid separately from the rent.

If water is not included in the rent but is paid separately, EUR 18 per resident is accepted as water charges.

Interest payable on a loan taken out to make the down payment on a part-ownership home is not recognised as a housing cost.
