Starting 26 September 2020, foreign citizens need the Finnish Authenticator application and Suomi.fi e-Authorisations in order to be able to use Kela’s e-service for employers

Starting 26 September 2020, foreign citizens who apply for allowances from Kela for their companies need the Finnish Authenticator application and Suomi.fi e-Authorisations from the company they represent in order to use the e-service for employers.

Suomi.fi will replace Katso for logging in to Kela's e-service for employers on 26 September 2020. For foreign users, the Katso code and the Katso roles will no longer be operational after 26 September 2020. For other users, the Katso roles will remain operational until the end of the year, when the use of the Katso service will be discontinued.

If a foreign user of the e-service for employers cannot get access to the Finnish Authenticator identification service and Suomi.fi e-Authorisations by 26 September 2020, the user should send all current applications and notifications to Kela via the e-service before this date.

Identification in the e-service for employers

Strong authentication methods in the Suomi.fi service are online banking credentials, mobile ID and authentication card. Each organisation decides for itself which authentication method the users of the e-service will use.

Starting 26 September 2020, foreign users of the e-service for employers sign in to the e-service using the Finnish Authenticator application. Persons who use the application must register a foreigner’s identifier (UID) that corresponds to the Finnish personal identity code for themselves and verify their identity using the application. In connection with the identification, the user is asked to enter a user ID, a password and the application PIN.

Granting authorisations to foreign users

Foreign users can get Suomi.fi e-Authorisations either directly from the Finnish employer or via another organisation as an authorisation to act on behalf of others. The authorisations are granted via the Suomi.fi e-Authorisations service.

Authorising foreign persons to use Kela’s e-service requires that they register a foreigner’s identifier (UID) for themselves in the Finnish Authenticator identification service and verify their identity via the Finnish Authenticator application.

Finnish companies can give foreign citizens authorisations via the Suomi.fi e-Authorisations service. Foreign organisations need to use the Suomi.fi e-Authorisations mandate service provided by officials to give authorisations to apply for mandates to grant authorisations for persons named by the organisation. The mandate to grant authorisations is registered by an official. Persons who have been mandated to grant authorisations can grant authorisations to persons and organisations who use the e-service.
