Documentation needed during rehabilitation

Kela monitors the progress of the rehabilitation. A detailed list of the documents you must submit to Kela can be found in the written decision on the rehabilitation allowance. If you do not submit the documents in time, the payment of the rehabilitation allowance may be stopped temporarily or altogether. Kela will ask you for the documents if necessary.

The documents can be sent conveniently through Kela’s e-service. Alternatively you can mail them to Kela.

Certificate of participation

If the rehabilitation only lasts a short period of time, the rehabilitation allowance is paid after the fact on the basis of a certificate of participation. If the rehabilitation consists of several individual periods, the certificate should be submitted after each period.

School certificates and study plans

If you are paid rehabilitation allowance during education or training, Kela will monitor the progress of your studies.

Kela needs the following documents:

Comprehensive school:

  • Certificate of attendance provided by your school at the beginning of the academic year, showing that you are beginning or continuing your studies.

Secondary level (upper secondary school, institute of vocational education, education preparing for work and independent living):

  • Certificate of attendance provided by your school at the beginning of the term, showing that you are beginning or continuing your studies.
  • At the beginning of a new term, a copy of the transcript of records, an extract from your study book, or other comparable evidence of study progress.

Higher education:

  • A study plan that you have prepared by yourself or in cooperation with your school at the beginning of the academic year
  • At the beginning of a new term, a copy of the transcript of records, an extract from your study book, or other comparable evidence of study progress.

Salary certificates and evidence of income during studies

If you work while a student, tell Kela how much you are paid. If possible, do so in advance so that you are not overpaid rehabilitation allowance.

Once awarded, the rehabilitation allowance cannot be cancelled, but it can be reduced if you earn more income. The amount of the allowance is reviewed as soon as you provide evidence of your income (e.g. payslips) to Kela, which you must do by the end of the term.

Any earnings in excess of EUR 594 per month (averaged over the whole term) will reduce the rehabilitation allowance paid during education or training. This limit applies in 2017.

Any earnings from work that you do while a student do not affect the rehabilitation allowance for young persons.
