Description of statistics

The purpose of special assistance for immigrants was to provide long-term economic security for immigrants in respect of old age and incapacity for work. With the discontinuation of the scheme on 1 March 2011, recipients were awarded a guarantee pension.

The statistics on the special assistance for immigrants are produced by the Actuarial and Statistical Department of the Social Insurance Institution of Finland (Kela). Kela is mandated by its governing Act to produce statistics, projections and estimates. In its standing orders, the role of the Actuarial and Statistical Department is defined as that of performing actuarial calculations and compiling statistics.

The statistics are funded annually out of the individual budget of Kela.

Relevance of statistical information

The purpose of special assistance for immigrants is to provide long-term economic security for immigrants in respect of old age and incapacity for work. The statistics are produced on the basis of the statistical register on special assistance for immigrants.

The statistics are intended for decision-makers, planners, researchers and immigrant organisations as well as other professionals in the social welfare and pensions sector.

Statistics on special assistance for immigrants are compiled using the following units: recipients of special assistance at the statistical reference time point, amount of the assistance, and benefit expenditure in EUR during the reference period. The following classifications are used: type of assistance, composition of assistance, nationality.

Feedback from users is collected and used for the further development of the statistics. The contents of the statistics and the usability of the data are evaluated for instance by the Pension Statistics Group, whose members include users of these statistics.

Accuracy and reliability of data

The statistics on special assistance for immigrants are based on a complete dataset on the benefits paid by Kela.

The statistics are compiled from individual-level statistical registers, which are based on benefit databases created in the course of providing special assistance for immigrants. The register includes everyone who received special assistance for immigrants during a particular period.

The monetary data values of the special assistance benefits paid out are matched monthly and yearly to accounting records.

The extensive benefit processing systems operated by Kela are designed primarily for the purpose of processing benefit payments. The potential for errors is diminished by maintaining close cooperation between the experts responsible for the statistics and for the provision of the benefits.

Any errors detected are corrected immediately in accordance with the release guidelines issued by the Advisory Board of the Official Statistics of Finland. Any errors discovered in the online service are corrected and the erroneous information is removed. A corrigendum is enclosed with printed statistical publications that have not yet been distributed to users. Any users that have already received their copy are notified of the corrections.

Timeliness and promptness of data

Statistics on special assistance for immigrants are published monthly and yearly. The monthly statistics are published within two weeks of the statistical reference month. Publication dates can be found in the release calendar.

The statistics published are final.

Integrity and comparability of data

The statistics are comparable starting from 2003 (1 Oct), when the assistance was first paid out. The special assistance for immigrants was discontinued on 1 March 2011. The recipients were instead awarded a guarantee pension. Statistics on assistance payments may be updated with retroactive payments made prior to 1 March 2011.
