Three new reports on basic social assistance

Three new graphical reports on social assistance payments and recipients have been published in the Kelasto statistical database.

  • Basic social assistance: Payments by Kela 9103RS005
  • Basic social assistance: Recipient households 9103RS004
  • Basic social assistance: Recipients 9103RS006

The reports include month-by-month data for individual municipalities on gross and net expenditures on basic social assistance paid out by Kela, the number of recipient households, and the number of recipients and their share of the general population.

The report on recipient households shows both the type of household and the number of households where the claimant or spouse was under 25 years of age. The recipients are divided into four age groups: under 18, between 19 and 24, between 25 and 64, and 65 and over.

Two new reports and changes to existing reports

Two new reports have been published in the Kelasto statistical database:

The report titled Households in receipt of general housing allowance: Average rates of allowance, housing costs and household income replaces two earlier reports on the general housing allowance. A new version of the report titled Labour market subsidies partly financed by municipalities has also been released (NIT089C).

Changes to the report titled Recipients of labour market subsidy and the cumulative number of days of payment

The report  titled Recipients of labour market subsidy and the cumulative number of days of payment (NIT088C) has been revised. The report classifies the cumulative number of days of payment at increments of 100 days up to 1,500 days. Data are selectable for the period beginning January 2014.

New report titled Persons with student loan debt and amounts of outstanding debt

Under the student financial aid system, students are eligible for a government guarantee for their student loan.  Recipients of the adult education allowance, too, may be entitled to a government loan guarantee. The report titled Persons with student loan debt and amounts of outstanding debt (NIT138A) provides information on government-guaranteed student loans both by year and by academic year. The report shows the number of persons with student debt, the volume of government guaranteed debt, and the average amount of outstanding debt at the end of the reference period, as well as the number of students who took out a student loan during the reference period.

New report titled State reimbursement to public healthcare providers

Kela pays, out of state funds, reimbursement to providers of public healthcare for expenses for sickness and maternity benefits provided to persons who are insured in another country than Finland. The report titled State reimbursement to public healthcare providers (NIT178A) contains data on reimbursements paid by the state during the reference period. Data is presented on the basis of e.g. entitlement to medical care, the country responsible for reimbursement, the hospital district of the recipient of reimbursement as well as the date of the visit or the duration of the care. The data includes both outpatient care and hospital care.

New report titled Reimbursed care provided by dentists

The insured person receives reimbursement from the National Health Insurance scheme for part of the fees charged by dentists in private practice for oral and dental examinations and treatments provided. The report  titled Reimbursed care provided by dentists (NIT249A) provides data on the numbers of reimbursement recipients and dental procedures performed as well as on the fees for service and the amounts reimbursed. The data can be analysed for example according to the type of care provided and the patient’s age group.

New report titled Holders of the European Health Insurance Card

Anyone who is insured under the Finnish national health insurance scheme is entitled to a European Health Insurance Card (EHIC). The report titled Holders of the European Health Insurance Card (NIT242A) provides data on the number of holders of the European Health Insurance Card according to gender and broken down into 5-year age groups.

Changes to the report titled Benefit claims and determinations

On the report titled Benefit claims and determinations (NIT014A), data on the number of claims received and under review will no longer be updated starting January 2014. Data for preceding years will be shown in the report.

New reports and changes to existing Kelasto reports

Three new reports were published in the Kelasto statistical database on 19 September 2013:

The report titled Persons with student loan debt, volume of debt and average debt per student has been removed from the database due to problems with the data. It will be replaced by a new report.

A new classification, ‘Rehabilitation measures’,  has been added to the report titled Rehabilitation services arranged by Kela: Number of clients and total expenditure (NIT099).

Revisions to the Kelasto follow-up report on labour market subsidy payments

The data in the Kelasto follow-up reports on labour market subsidy payments titled “Persons having enrolled in activation measures” and “Rate of activation” were revised on 21 February 2012.

The numbers of persons enrolled in activation measures were revised for January–October 2011. The number of persons on wage subsidy and business start-up grant decreased.

In the Rate of activation report, the mean values for 2011 were revised. The report contained erroneous data on persons employed by means of a wage subsidy or in receipt of a business start-up grant in the period 10 February–20 February 2012.
