The statistics on the disability benefits provided by Kela focus on the cash benefits paid by Kela to persons with disabilities (disability allowance for persons under age 16, disability allowance for persons aged 16 or over, care allowance for pensioners) and interpreting services for the disabled. They present information from different perspectives about the recipients of disability benefits and the benefits being paid to them, and about persons entitled to interpreting services for the disabled.

Recipients of disability benefits and the amount of benefits at a specific time point, new payments beginning in a specific period of time, and benefit expenditure during a specific period. Data collection methods and data sources

The statistics on disability benefits are compiled from individual-level datasets. They are produced from the benefit systems for disability benefits, which include all the data created and processed during the implementation of the benefit schemes in question.

Updating frequency

Published monthly and annually.

Time of completion or release

The monthly statistics are made available in the Kelasto statistical database within four weeks of the end of the reference period. The annual statistics are made available by the end of January following the reference year. The publication dates of statistical publications can be found in the release calendar.

Time series

The statistical units employed in the statistics on disability allowance for persons under 16 years of age are largely comparable from the year 1987, while those employed in the statistics on care allowance for pensioners are comparable from 1988. The statistical units employed in the statistics on disability allowance for persons aged 16 years or over are largely comparable starting from 1989. The statistical units employed in the statistics on the dietary grant are comparable from October 2002 until the discontinuation of the scheme on 31 December 2015. The effect of legislative amendments should be noted when making year-to-year comparisons. Responsibility for providing interpreting services for the disabled was reassigned to Kela in September 2010. Between 2006 and 2009, statistical data about the services were collected from local authorities by the National Institute for Health and Welfare. Because of the change in statistical methodology, data at the statistical unit level were affected to some extent.
