Kela can award financial assistance for the prevention of illness and for research and development efforts related to rehabilitation, prevention of illness and health insurance.
Use of Kela register data for research purposes
Research permit applications and data requests for secondary use which involve combining data from several data controllers are reviewed by the Data Permit Authority Findata. Research permit applications and data requests should be directed to Kela only if they exclusively concern data available in the Kela registers.
Preliminary ethical review of research
The purpose of a preliminary ethical review of research is to analyse the proposed data collection method, the way the research will be implemented, how the research subjects will be informed and the plans concerning the handling and storage of data from the perspective of potential risks to the research subjects and damage avoidance. The assessment is based on the ethical principles of human sciences (respecting the autonomy of research subjects, avoiding harm and ensuring privacy and data protection).
