Kela releases data for studies fulfil the criteria for scientific research and meet the conditions set out in the Personal Data Act (523/1999) and the Act on the Openness of Government Activities (621/1999).
Preliminary ethical review of research
The purpose of a preliminary ethical review of research is to analyse the proposed data collection method, the way the research will be implemented, how the research subjects will be informed and the plans concerning the handling and storage of data from the perspective of potential risks to the research subjects and damage avoidance. The assessment is based on the ethical principles of human sciences (respecting the autonomy of research subjects, avoiding harm and ensuring privacy and data protection).
