Temporary compensation due to an epidemic outbreak for basic social assistance clients
The purpose of the temporary compensation is to support the most vulnerable persons and families who have incurred extra costs as a result of the restrictions imposed due to the coronavirus epidemic.
The compensation will be paid from September to December 2020. The temporary compensation can be granted to persons who have received basic social assistance for part of the time or for the whole time that the restrictions due to the coronavirus epidemic have been in force, 1 March - 31 July 2020. A further requirement is that the person has received basic social assistance in the month preceding payment of the compensation. This means for instance that compensation can be paid in September if the client has received basic social assistance in August.
Tax refunds can affect the payment of the compensation. If you for instance receive a negative decision on basic social assistance for August due to tax refunds, compensation cannot be paid in September.
You do not need to apply for the compensation
Kela grants compensation due to an epidemic outbreak automatically to all clients who are entitled to it. It is thus not necessary to apply for the compensation separately.
Amount and payment dates
The amount of the compensation due to an epidemic outbreak is €75 per month and per person. The benefit is not subject to tax. It does not affect the social assistance or any other benefits.
The government proposal has been reviewed by the Parliamentary Social Affairs and Health Committee. According to current information, the payment dates would be:
- compensation for September, 16 October 2020
- compensation for October, 16 October 2020
- compensation for November, 16 November 2020
- compensation for December, 16 December 2020
