Amount and payment of the temporary financial assistance due to an epidemic outbreak
The amount of the assistance is EUR 28.94 per working day (EUR 723.50 per month). Everyone is paid the same amount. The assistance is paid for working days. Working days are the days from Monday to Saturday. Mid-week holidays do not count as working days.
The assistance is paid for the full days that you are on unpaid leave from work.
The amount of the assistance does not depend on the number of minor children you may have. This means that you get the same amount whether you provide care for one or three children, for instance.
For example, you qualify for the assistance if one of your children continues to attend classroom instruction while you provide home care to another child who normally would be in early childhood education.
The assistance is also not affected by your own or your family’s income.
Temporary financial assistance due to an epidemic outbreak can be paid retroactively from 16 March 2020.
Applications can be made retroactively for up to three calendar months. If you wish to apply for the period beginning 16 March 2020, your application must reach Kela by 30 June 2020.
The assistance is granted for the period for which you have a certificate from your employer on an unpaid leave of absence from work.
Assistance on the basis of child care responsibilities
You can get temporary financial assistance due to an epidemic outbreak for the duration of an unpaid leave of absence from work. You can receive the assistance on the basis of childcare responsibilities at the most until 13 May. After that date, you can no longer receive the assistance because, according to the government recommendations and the information from the healthcare authorities, it is no longer necessary for children to be absent from school and early childhood education after 13 May.
Assistance paid after arrival in Finland from another country
You can get temporary financial assistance due to an epidemic outbreak for the duration of an unpaid leave of absence from work. The assistance is available for a maximum of 14 days. You can get it starting from the day after you arrive in Finland. The assistance is only payable for working days. The assistance can only be paid as long as the exceptional circumstances are in effect.
Temporary financial assistance due to an epidemic outbreak is taxable income.
Taxes are calculated on the basis of a tax card which Kela gets directly from the Tax Administration. If you wish, you can ask the Tax Administration to provide a revised tax card for use with the assistance.
