<h1><strong>Front-veterans’ supplements to be increased</strong></h1>

<p><strong>The amounts of the front-veterans’ supplements (both the regular supplement and the supplement payable abroad) will go up to EUR 200 per month. The increased amount will be available starting 1 May 2024.&nbsp;</strong></p>

<p>The amount of the front-veterans’ supplement will be raised from EUR 138.16 to EUR 200 per month. The increase also applies to the front-veterans’ supplement payable abroad. Current recipients do not have to take any action. Kela will increase the amount of the front-veterans’ supplement automatically on 1 May 2024.</p>

<p>In passing the increase, Parliament pointed to the high inflation rate of the last few years, which has had financial consequences also for veterans. The increase will also make it easier for low-income veterans, in particular, to pay for medicines and to cover healthcare copayments, assisted living fees and other essential everyday expenses. &nbsp;</p>

<p>Under the law, in order to qualify for front-veterans’ supplement, a person must have been awarded one of several service badges or have documented proof from the National War Archives of having participated in minefield clearance. Front-veterans’ supplement can also be paid to qualifying individuals who live abroad and do not receive a Finnish national pension. Any other income or assets the recipient may have is not relevant to the amount of the front-veterans’ supplement.</p>

<p>As of October 2023, there were a total of 2,214 recipients of the front-veterans’ supplement. Eighteen recipients lived abroad.&nbsp;</p>

<h1><strong>Rintamalisiin tulee korotuksia</strong></h1>

<p>Rintamalisän sekä ulkomaille maksettavan rintamalisän määrät suurenevat 200 euroon kuukaudessa. Korotukset tulevat voimaan 1.5.2024 alkaen.&nbsp;</p>

<p>Rintamalisän määrä korotetaan nykyisestä 138,16 eurosta 200 euroon kuukaudessa. Korotus koskee myös ulkomaille maksettavaa rintamalisää. Korotukset eivät vaadi asiakkailta toimenpiteitä. Kela korottaa rintamalisän määrän automaattisesti 1.5.2024 alkaen.</p>

<p>Eduskunta perustelee korotuksia viime vuosien korkealla inflaatiolla, joka on vaikuttanut myös veteraanien toimeentuloon. Samassa yhteydessä todetaan, että korotus helpottaa erityisesti pienituloisia veteraaneja selviytymään lääkekustannuksista, sairaanhoitokulujen omavastuista, palveluasumisen vuokrista sekä muista arjen välttämättömistä kustannuksista. &nbsp;</p>

<p>Rintamasotilaseläkelain mukaiseen rintamalisään on oikeus henkilöllä, jolla on rintamasotilastunnus, rintamapalvelustunnus, rintamatunnus, veteraanitunnus tai Sota-arkiston antama todistus osallistumisesta miinanraivaustehtävään. Rintamalisää voidaan maksaa myös rintamalisän edellytykset täyttävälle henkilölle, joka asuu ulkomailla ja joka ei saa kansaneläkettä. Muilla tuloilla tai varallisuudella ei ole vaikutusta rintamalisän määrään.</p>

<p>Vuoden 2023 lokakuussa rintamalisän saajia oli 2 214 henkilöä ja ulkomaille maksettavan rintamalisän saajia oli 18 henkilöä.&nbsp;</p>

<p>Beloppet av fronttillägget höjs från nuvarande 138,16 till 200 euro per månad. Höjningen gäller även det fronttillägg som betalas till utlandet. Höjningarna kräver inga åtgärder av mottagarna. FPA höjer fronttilläggets belopp automatiskt från 1.5.2024.</p>

<p>Riksdagen motiverar höjningarna med den höga inflationen de senaste åren, som också har påverkat veteranernas försörjning. Samtidigt konstateras att höjningen gör det lättare särskilt för veteraner med låga inkomster att klara av läkemedelskostnader, självriskandelar inom sjukvården, hyror för serviceboende och andra nödvändiga kostnader i vardagen. &nbsp;</p>

<p>Fronttillägg enligt lagen om frontmannapension betalas till personer som har frontmanna-, fronttjänst-, front- eller veterantecken eller ett intyg från Krigsarkivet över medverkan i minröjningsuppdrag. Fronttillägg kan även betalas till personer som uppfyller villkoren för fronttillägg, bor utomlands och inte har folkpension. Mottagarens övriga inkomster eller förmögenhet har ingen inverkan på fronttilläggets belopp.</p>

<p>I oktober 2023 fick 2 214 personer fronttillägg, medan fronttillägg till utlandet betalades till 18 personer.&nbsp;</p>

Several cuts will be made in April to the general housing allowances and unemployment benefits available from Kela. The benefits of around half a million customers will be affected. The cuts made to the unemployment benefits will reduce benefits right away in April. General housing allowances will be reduced when next reviewed, which will take place no later than March 2025.

The 2024 edition of the maternity package contains 39 products. This year, quality has once again been the most important criterion when procuring products. Kela will start distributing the 2024 edition when stocks of the 2023 edition run out.

Parents who receive private day care allowance payments must notify Kela of any changes in their child care arrangements during the summer or early autumn. Such changes may be relevant to the payment of the allowance. The notification can be made conveniently in the OmaKela e-service.

In 2023, Kela recovered EUR 117 million in benefits that had been overpaid or paid to customers not entitled to benefit payments. At the end of the year, Kela still had recoverable benefits totalling more than EUR 137 million.

Kela has plans to modernise the information systems it uses for benefit administration and is launching a public procurement for this purpose.

The child benefit paid for children under the age of three has been increased by EUR 26 per month. Payment of the increased rate will begin with the child benefit payments for April. No action is required from customers, as Kela will apply the increase automatically.

Kela has launched the first Sámi-language version of the OmaKela e-service. It is now possible to apply for some benefits and send supporting documents in the Sámi-language MuKela or MuuKela e-service.

The technical problem affecting Kela’s services has been resolved and the services are now back to operating normally. The problem first occurred on 25 March and it partially prevented the use of Kela’s services. Because of this, the wait times for Kela's phone service may be longer than usual. The technical problem did not affect the payment of benefits.

Recently, many customers have contacted Kela to ask if they have to move out of their current home if the housing costs exceed the maximum limits acceptable for the purposes of social assistance. Kela does not ask anyone to move, but social assistance does not necessarily cover all housing costs if the costs exceed the maximum limit set for the municipality.

The housing allowances for pensioners will not be affected by the impending cuts in social security benefits. There will also be no reductions in child benefits. The cuts in social security coming into effect on 1 April 2024 will affect general housing allowances and unemployment benefits.

It appears that Kela services will not be impacted by the demonstration that trade unions will hold on Thursday, 1 February 2024, and the political strike scheduled for 31 January to 2 February. While Kela taxis will not be targeted by the strike, it is a good idea to book a taxi as soon as possible.

Because of Easter, unemployment status reports are filed and unemployment benefits paid earlier than usual. Customers whose application and supporting documents arrive at Kela by 15 March 2024 will have their social assistance payment deposited into their account before Easter. On Holy Thursday, 28 March 2024, regular customer service will be available until 13.00, while service for customers with an urgent need of social assistance will be available until 16.00.
