Parliament has decided on an amendment to the Act on Child Maintenance Allowance, following which Kela is obliged to notify the wellbeing services county of changes in the economic situation of the parent liable to provide maintenance and repeated exemptions from payment of child support debt. The intention is to strengthen the primary nature of the child support in securing maintenance for the child. The legislative amendment will enter into force on 1 January 2026.

The amendments of Kela’s governing law enable increased use of digitalisation and improve the safety of the personnel.

The periodic reviews of the housing allowance for pensioners at year-end may cause delays in the processing of applications. The payment of the housing allowance is not interrupted if the application is submitted to Kela in time.

The Government has proposed an increase to the maternity grant as part of the Government budget proposal for 2026. If Parliament approves the proposal, the maternity grant will increase by EUR 40 as of 1 April 2026.

Next year will see several changes to Kela benefits, affecting both benefit rates and eligibility criteria. Many of the government proposals concerning the amendments are even now being reviewed by Parliament.
