The technical problem detected in the Kela’s phone customer service has ended, but the service may still be busy. 

You can also manage your Kela-related affairs online. Log in to the OmaKela e-service using your online banking codes or a mobile certificate. Please note that the service is in Finnish and Swedish only. You can apply for most Kela benefits online or check if your application has been reviewed, how much you will get and when the next payment date is.
