Improved possibilities for guardians to act on behalf of another person in OmaKela - also more extensive possibilities of acting on behalf of another adult

Published 9/10/2023

The number of benefits for which guardians can apply on behalf of their underage child in the OmaKela e-service has increased. Guardians can also view their child’s benefit data. It is now also possible to apply for benefits on behalf of another adult in OmaKela.

Guardians can manage some of their underage child’s affairs in the OmaKela e-service. Guardians can now for instance apply for disability allowances and entitlement to reimbursement for medicine expenses as well as file applications related to interpreting services for the disabled on behalf of their child in the OmaKela e-service. It has also already for some time been possible for guardians to, for example, apply for and submit documents related to the school transport subsidy, rehabilitation, and reimbursements for medical and medicine expenses on behalf of their child.

Another novelty is also that guardians can access their child’s benefit data in OmaKela.

- Guardians can for instance view the decisions their child has received and check the progress of an application or payment information online on behalf of their child. Previously it has not been possible for guardians to view these data, says Elina Sipola, who is responsible for the development of the OmaKela e-service.

In OmaKela, guardians can also apply for a Kela card or a European Health Insurance Card, and file notifications of moving to or from Finland in support of a benefit application on behalf of their underage child.

Guardians do not usually need a separate authorisation when acting on behalf of their underage child since OmaKela retrieves the data on guardianship automatically from the population data system.

Henceforth possible to apply for benefits on behalf of another adult in OmaKela

Adults can to some extent also act on behalf of another adult in the OmaKela e-service. In such cases a Suomi.fi e-Authorization is needed. Now an authorised person can apply for certain benefits on behalf of another person. The authorised person can also view all the decisions that this other person has received.

- This is a long-awaited reform, which makes it much easier to act on behalf of another person, says Elina Sipola.

In OmaKela it is also possible to check the progress of pending Kela matters and view data on future payments on behalf of another person.
