More than 80% of Kela's letters are currently delivered electronically only. Already 95% of customers receive notifications of mail received in the OmaKela e-service as Suomi.fi Messages. It is important for customers to check their Suomi.fi Messages so that they do not miss new decision notices or letters. Customers who do not use OmaKela or who have selected the option to get paper mail from Kela still get decision notices and letters in paper form in the post.
Kela's decision notices and letters have been available to customers in the OmaKela e-service for a long time, but new delivery practices at the beginning of 2026 have increased the share of electronic communications even further. Currently, more than 80% of Kela's letters are only sent electronically via OmaKela.
You will get a notification via Suomi.fi Messages when you have a new decision notice or letter available in OmaKela. It is important to check your Suomi.fi Messages so that you do not miss decision notices and letters from Kela. Some of Kela's letters require you to take action. These include requests for additional information and letters concerning recovery of overpayments.
“Most customers want to use e-services, because decisions can be viewed immediately in the OmaKela e-service without waiting for mail. At the same time, we can reduce unnecessary mailing and save significantly on mailing costs. As many as 95% of our customers receive notifications of mail received in the OmaKela e-service via Suomi.fi Messages,” says Anu Lantonen, Head of Section at Kela's Benefit Document Production.
Customers logged in to OmaKela over 47 million times in 2025, and 84% of all applications were submitted online. In the first quarter of 2026, there were 13.2 million logins to OmaKela.
Check your Suomi.fi Messages so that you do not miss important letters
Suomi.fi Messages is an electronic mailbox maintained by the Digital and Population Data Services Agency (DVV) and already used by 3.9 million people. Messages are sent for example by Kela, the Tax Administration and the public healthcare providers.
You can read the messages in the Suomi.fi mobile application or at suomi.fi/messages. Suomi.fi sends an email notification of the messages received, so you should follow the email that you have reported to the service. Alternatively, you can download the Suomi.fi app and turn on the app's notifications so that you can get information about new Suomi.fi Messages directly to your phone.
Users of Suomi.fi Messages should be aware that scam attempts occur. The emails sent via Suomi.fi do not contain any links, and Suomi.fi does not send text messages, WhatsApp messages or other instant messages.
How Kela delivers decision notices and letters
The delivery practices for Kela's letters are based on a legislative amendment that entered into force at the beginning of 2026.
- If you use OmaKela and you have provided your email address or phone number to Kela, you will get decision notices and letters issued by Kela only digitally via OmaKela.
- You will get a notification via Suomi.fi Messages when you have a new decision notice or letter available in OmaKela. If you have not activated Suomi.fi Messages, Kela will send the notification by email or text message.
- Customers can opt for paper mail in the OmaKela e-service or in the customer service, and this choice is valid until further notice. Even if you stop using Suomi.fi Messages, it will not change the way Kela’s letters are delivered.
- Customers who do not use OmaKela will still receive their mail on paper to their home address.
Kela will only send a notification of a new decision notice or letter to your Suomi.fi inbox. You must go to the OmaKela e-service to read the actual decision notices and letters.
