Kela’s procurements

Kela is a public procurement unit defined in the Act on Public Procurement and Concession Contracts. Kela organises over 100 competitive bidding processes each year. Kela procures a wide range of benefit services, IT services and equipment, goods and services, and contracts.

Kela complies with all legislation on public procurement and Kela’s own rules for procurement procedures, which are based on Kela’s internal procurement strategy.

A tender notice is published about all EU-wide and national procurements in the electronic procurement portal HILMA (hankintailmoitukset.fi). Kela uses an electronic supplier portal called the Cloudia Supplier Portal (tarjouspalvelu.fi), which provides access to current invitations to tender and all related documents.

The Procurement Unit of Kela’s Shared Services is responsible for the management and development of Kela’s procurement function, the tendering processes and the management of various procurement projects, overseeing contract and supplier management, and providing support and advice in procurement matters.
