Research and development funding offered by Kela
Kela grants funding for research and development projects in the fields of rehabilitation, disease prevention and health insurance. Examples of possible project topics include reducing incapacity for work, drawing up care recommendations, the use of health insurance benefits offered by Kela or the prescription of medicines.
The funding is sourced from the funds allocated to Kela for discretionary rehabilitation. The use of these funds is based on the Act on the Rehabilitation Benefits and Allowances Provided by the Social Insurance Institution (in Finnish at finlex.fi).
Kela decides on the allocation of funding and on development priorities in the four-year plan for discretionary rehabilitation. The four-year plan (PDF, in Finnish) Kela’s research and development funding is allocated annually by Parliament.
The research and development funding offered by Kela falls into three categories:
- Development funding: Development of rehabilitation services
- Development funding: Development of social insurance
- Research funding: Research on rehabilitation, disease prevention and health insurance
Development funding: Development of rehabilitation services
Kela can grant funding for projects seeking to develop rehabilitation services. The funding is primarily intended for projects that aim to develop the rehabilitation services offered by Kela, and it is available for application once a year. Kela can also organise targeted calls for applications that relate to e.g. expertise in rehabilitation or research.
Development funding: Development of social insurance
Kela can grant funding for projects that seek to develop disease prevention and health insurance. Funding is primarily granted for studies and projects that relate to Kela benefits other than rehabilitation. Funding applications can be submitted in a targeted call for applications once a year.

Research funding: Research on rehabilitation, disease prevention and health insurance
Kela can grant funding for research on rehabilitation, disease prevention or health insurance. The annual call for applications usually opens in January. The application notice will define the specific research topics included in the call.
