Procurement

Kela has selected PricewaterhouseCoopers Business Services SRL (using Salesforce technology) to implement a large-scale reform of Kela’s benefit administration systems and target-state services.

After conducting a large-scale market survey, Kela's Board decided in December 2023 to initiate the procurement process required by the implementation of the Eepos development programme. According to the Board’s decision, the Eepos development programme comprises the acquisition of the platforms and partners needed to modernise Kela's processes for benefit administration, digital services, customer relations management and communications.

The procurement process was initiated in January 2024. The procurement was arranged as a competitive dialogue.

Kela received a total of 17 applications by the deadline. The applications were awarded points in accordance with the selection criteria set for the competitive dialogue.  Kela selected four suppliers for the negotiation phase:

  • a consortium of CGI Suomi Oy and Merative UK Ltd
  • a consortium of Fast Enterprises LLC and Accenture Finland Oy
  • PricewaterhouseCoopers Business Services SRL (using Salesforce technology)
  • a consortium of Tietoevry Tech Services Finland Oy and SAP Fioneer GmbH.  ​

In April 2024, Kela initiated procurement negotiations with the selected suppliers. The negotiations required 16 rounds, and the process continued until the beginning of December 2024.

In December 2024, Kela published its final invitation to tender to the suppliers that participated in the negotiations. All four suppliers submitted their tenders by the deadline at the beginning of February 2025. 

On 13 February 2025, Kela decided to reject the tender submitted by the consortium of CGI Suomi Oy and Merative UK Ltd as it did not align with the invitation to tender. The consortium has lodged an appeal against the decision with the Market Court.

In February and March 2025, Kela reviewed and ranked the approved tenders in accordance with the criteria set in the invitation to tender. The price criterion was weighted at 30% and the quality criterion at 70% (description of the solution 10%, compliance verification tests 15%, implementation plan 25%, description of continuous development and maintenance 10%, key persons 10%).

In April 2025, Kela selected PricewaterhouseCoopers Business Services SRL (using Salesforce technology) to implement the large-scale reform of Kela’s benefit administration systems and services. The value of the procurement, calculated on its comparison price over a span of 10 years, comes to approximately EUR 589 million.
