Kela to publish public notices of its decisions on its website for customers who cannot be reached otherwise

Published 4/11/2026

Kela will start publishing public notices of decisions concerning customers who cannot be reached in any other way. The public notices will be published on Kela’s website at kela.fi starting from 5 November 2026.

Kela will start publishing public notices of decisions that cannot be delivered to customers by other means. This may be the case for example if Kela does not have the customer’s contact information, mail sent to the customer is returned to Kela and the customer does not use e-services.

All public notices will be published on Kela’s website at kela.fi. The notice will show only information that is absolutely necessary for serving a public notice of the relevant decision. This means the customer’s name and the number and issuance date of the decision. The decision itself will not be shown on the website, and the notification will not specify which case or benefit it concerns.

The customer named in the public notice is considered to have been notified of the decision 7 days after the notice has been published. The notice will stay up on Kela’s website for 14 days after it is published. After that, it will be deleted automatically.

A public notice is one of the methods defined in the Administrative Procedure Act that is used to notify a customer of a decision concerning them when the customer cannot be reached in any other way. In addition to Kela, other public authorities and appeal bodies also publish public notices.

If you are named in a public notice, go to OmaKela

If your name is mentioned in a public notice, you can view the decision issued in your case in the OmaKela e-service (available in Finnish and Swedish). You can also call Kela’s customer service or go to a Kela service point if necessary.

Keep your address information up to date so that Kela can deliver its decisions directly to you. If your address has changed, submit a notification of your change of address (move notification) to the Digital and Population Data Services Agency (DVV).

If you use OmaKela and you have provided your email address or phone number to Kela, you will get decision notices and letters issued by Kela only digitally via OmaKela.
