Price notification to Kela

 The prices of products subject to the price notification procedure in generic substitution and the reference price system must be reported to Kela four times a year. Kela will forward the information disclosed in the notifications to the Pharmaceuticals Pricing Board. This means that it is sufficient for pharmaceutical companies to report the prices to Kela.

The price notification must contain the following information:

• the tax-free wholesale price of the product that will take effect nationwide at the beginning of the quarter
• the availability of the product, i.e. information on whether the product is generally available at the time of notification and throughout the following quarter.

Pharmaceutical companies can also use the price notification procedure to withdraw a product that is subject to the notification procedure in the reference price system from the reimbursement system as from the beginning of the quarter.

Price notifications can be submitted

• via the e-service for pharmaceutical companies
• as an electronic transmission of data
• through an authorised agent
• on a paper form.

E-service for pharmaceutical companies

Please note: The service can only be used by pharmaceutical companies that have a Finnish business ID (Y-tunnus). The service is only available in Finnish and Swedish.

If the company has a Finnish business ID (Y-tunnus), the price notifications can be submitted via Kela’s e-service for pharmaceutical companies. You can log in to the e-service with Suomi.fi authentication (in Finnish or Swedish only).

The e-service for pharmaceutical companies is open for a period of 30–21 days before the first day of each quarter. The notifications must be submitted by 16.15 on the last day of the notification period at the latest.

Electronic transmission of data

Pharmaceutical companies can sign an agreement with Kela to submit price notifications to Kela as a CSV file via a server. Electronic transmission is available only if the company has a Finnish business ID and wishes to submit a significant number of price notifications to Kela.

Please contact Kela if you wish to submit your price notifications as a CSV file.

Authorised agent

Pharmaceutical companies can authorise another organisation to submit price notifications to Kela on their behalf. If this kind of authorisation is issued for a reimbursable product, the authorisation must be reported to the Pharmaceuticals Pricing Board. Authorisations issued for non-reimbursable products must be reported to Kela. Contact information for the Pharmaceuticals Pricing Board and Kela.

The signed notification concerning the issued authorisation must contain the following information:

• the contact information and Finnish business ID (Y-tunnus) of the company giving the authorisation
• the contact information and Finnish business ID (Y-tunnus) of the authorised company
• the period of validity of the authorisation
• pack-specific details about the products to which the authorisation applies.

Paper form

In exceptional cases, the price notifications can be submitted to Kela on a paper form. On each form, you can provide pack-specific details for one medicinal product. Fill in and print out the quarterly price notification for a medicinal product (PDF).

How to complete and send the form

• Complete all the sections on the form. If the requested information is not available, draw a line (–) in the relevant section.
• Indicate the availability of the medicinal product when disclosing the wholesale price.
• Date and sign the form.
• Scan the signed form and send it to generic.substitution@kela.fi.

We recommend that you use secure email. NB: Remember to always request a confirmation of receipt also via unprotected email.

• by delivering it to Kela’s Pitäjänmäki office at Höyläämötie 1 a B, 00380 Helsinki
