Amount and payment of rehabilitation allowances

The rehabilitation allowance is determined on the basis of an annual income. You can estimate the amount of rehabilitation allowance by using the calculator (in Finnish).

The annual income is calculated for a reference period of 12 calendar months prior to the calendar month that precedes the start of the rehabilitation allowance.

Annual income

There is a gap of 1 month between the reference period and the start of the allowance period, and the income during this time is not taken into account.

The following are taken into account in the annual income:

  • wages and salaries
  • salary for insurance purposes
  • income under the self-employed persons' (YEL) and farmers' (MYEL) pension insurance schemes
  • certain benefits
  • certain compensations for loss of income.

The annual income can consist of one or several of the aforementioned types of income. Kela usually receives the necessary information from the national incomes register and the insurance providers, so this information need not be reported to Kela separately.

Minimum rates of the rehabilitation allowance

The minimum rate of the rehabilitation allowance is EUR 31.99 per working. During rehabilitation allowance for young persons and vocational rehabilitation, the minimum rate is also EUR 31.99 per working day.

The rehabilitation allowance is taxable income.

Rehabilitation allowance for a pensioner

When calculating the rehabilitation allowance, 10% of your pension amount is taken into account, and it is divided by 25.

Example: You receive a pension of 1,500 €/month. Of this, 10% is 150 €, which is divided by 25. Your daily rehabilitation allowance is approximately 6 €.

The rehabilitation allowance is paid in addition to your pension in this case.

Payment

Rehabilitation allowance is paid for working days after completing a specified waiting period. Working days are the days from Monday to Saturday. Mid-week holidays do not count as working days.

Other income and payments you receive may reduce the amount of rehabilitation allowance available to you or prevent it from being paid at all.

The rehabilitation allowance is paid to you in arrears once every payment period. After the initial payment period of six days, the rehabilitation allowance is paid to you in instalments of 25 working days or after the rehabilitation has ended. Visit Kela's e-service (in Finnish) to check the next payment date. Log in using your online banking codes or a mobile ID.

Kela sends the data on rehabilitation allowances paid out to the national incomes register within five days of the date of payment.
