At the beginning of 2027, the names of the disability benefits will change and the upper age limit for the disability allowance for children will be raised to 18 years. At the same time, the lower age limit for the disability allowance for adults and the care allowance for pensioners will be raised to 18 years. The changes will usually not affect benefits already granted. However, the reform may bring changes for instance to young persons whose disability allowance has ended at age 16 and to children and young persons with coeliac disease.

Kela has confirmed the value of the National Pensions Index as of 1 January 2027. An index adjustment of 2.3 per cent will be made as of the beginning of 2026, but only to some benefits.

The Government has submitted a proposal to Parliament for the amendment of the Act on the General Social Security Benefit and laws that relate to integration. If the proposal enters into force, individuals who have been granted temporary protection will get the right to general social security benefit as of 1 April 2027.

The Government has proposed that the Act on Student Financial Aid be replaced by a new Act on Student Benefits. Changes are proposed to the terms of student financial aid, study grant, student housing supplement, government guarantees for student loans, school transport subsidy, student loan compensation and assistance with student loan interest. If Parliament adopts the proposal, most of the changes will enter into force on 1 August 2027.

The disruption began on 13 October 2026 at 8.15 and is causing delays in postal letters sent by Kela. The disruption does not affect payments to customers' bank accounts, and benefit payments will be made on time as scheduled. Customers can also view their benefit decisions in the OmaKela e-service, where the decisions are available as usual. We are sorry for any inconvenience.

Häiriö alkoi 13.10.2026 klo 8.15. Häiriö viivästyttää Kelasta lähtevää kirjepostia. Häiriö ei vaikuta maksujen siirtymiseen asiakkaiden tileille, ja etuudet maksetaan asiakkaille ajallaan. Asiakkaiden etuuspäätökset ovat luettavissa myös OmaKelassa, jossa ne näkyvät asiakkaille tavalliseen tapaan. Pahoittelemme häiriöstä aiheutuvaa haittaa.
