The Government is proposing a number of legislative amendments to promote the exchange of information between Kela and other actors in the interest of preventing benefit fraud and reducing incorrect benefit payments. If approved by Parliament, the amendments will enter into force on 1 September 2026 and 1 March 2027.

The Government is proposing a reform that would make combining work and disability pension more flexible and predictable. The aim is for pensioners to be able to work without having to fear that their pension payments will be interrupted because they have occasional income from work or their income varies.

The Government proposes that the criteria for granting child home care allowance be changed. If Parliament approves the Government proposal, the granting of the allowance would be conditional on the parent applying for the allowance having lived in Finland or in an EU or EEA country for at least three years. In addition, child home care allowance would only be available to parents who look after their child themselves. If the proposal is passed by Parliament, the amendments will come into effect on 1 January 2027.

The Finnish Government proposes a legislative amendment under which the residence permit of a student from a country other than an EU or EEA country or Switzerland may be withdrawn or denied if the student receives social assistance. If the proposed amendment passes into law, it will take effect in October or November 2026.

There will be changes to how Kela pays out the part of social assistance that is earmarked for rent when an amendment to the Act on Social Assistance enters into force on 1 February 2026. As of February, Kela will pay the part of social assistance earmarked for rent directly to the landlord if Kela has granted the customer a rental security deposit for their current home as part of social assistance.

The Government has proposed legislative amendments that will affect special care allowance and disability benefits. With the amendments, the Government seeks to change who can get these benefits and for how long and what kinds of documents you must submit when applying for them. The proposal also contains a proposed amendment to benefits available to children with coeliac disease.

Due to a legislative amendment affecting social assistance that entered into force at the beginning of February, the basic amount of all persons aged 18 and over will be reduced by 2–3% as of 1 March. This change is motivated by savings targets established for central government finances.

Kela will begin to pay a new general social security benefit for the unemployed on 1 May 2026. The new benefit will replace the existing Kela-paid unemployment benefits, which are labour market subsidy and basic unemployment allowance. The general social security benefit is a means-tested benefit, which means that means testing will now be applied more widely to unemployment benefit recipients. Customers who have capital income, for example, may get a smaller amount of unemployment benefits than before.
