If a benefit has been overpaid to you

If Kela has paid you too much of a certain benefit or benefits, we will contact you to give you the opportunity to be heard in the matter before we decide on whether we will recover the overpaid amount from you. In practice, this means that we will send you a request for more information.

Before we make the decision on whether we will recover the overpaid benefits from you, you can give us information on your financial situation and explain why you think Kela overpaid the benefit to you.

In your reply to our request for more information, tell us, for example, about your income and expenses and any other factors that affect your ability to pay back the overpaid benefit.

You can reply to the request in the OmaKela e-service:

  • Log in to OmaKela.
  • OmaKela is only available in Finnish and Swedish, but you can reply in English. On the front page, select Liikaa maksetut etuudet (Overpaid benefits) and then Vastaa selvityspyyntöön (Reply to a request for more information). 

If you cannot use OmaKela, send your reply to Kela by post. Save the form Benefit overpayment details Y 14e (PDF) to your device and fill it in.  Print out the completed form and send it to Kela, PL 10, 00056 KELA.

You can also reply to the request for information verbally by calling Kela.

We will assess your circumstances. In some cases, we may reduce the amount we will recover from you. If a benefit has been overpaid to a customer due to their fraudulent conduct, we will not waive recovery or reduce the amount we will recover from that customer.

If you do not reply to the request for information, we will make the decision on the basis of information available to us.

You will get a decision on the recovery after the information requesting process is complete

After the information requesting process is complete, we will issue a decision on the recovery of the overpaid benefit. We will issue a decision on the recovery even if you do not reply to our request for more information. You will also get a decision if we decide to waive the recovery.

The decision notice you get will state the amount we are recovering from you as well as the due date and the payment details. The decision notice will also include instructions on how you can suggest a payment plan or appeal the decision.

You can view the decision in OmaKela. You will also get a copy of the decision by post unless you have opted out of paper mail.
